We understand that in your HP Probook HP4520s, the Bluetooth is not working. As you mentioned that you start the Bluetooth and then try to connect to your IOGear GMK611B Bluetooth keyboard, and then the connection fails, we want to know, do you receive any error code or message when that happens? Also, does this happens with other Bluetooth devices as well?
That being said, we suggest you to check if Bluetooth Service is started and set to automatic. To do this, please follow the below steps.
a. Press Windows key + R to open the Run Dialog.
b. Type services.msc and press Enter.
c. Check if the Bluetooth Support Service is started and set to Automatic.
d. If not, right-click on Bluetooth Support Service and select Properties.
e. From the drop-down, select Automatic and click on Start.

2. In Control panel> Troubleshooting> Hardware and Sound> Hardware and device> Follow the onscreen procedures.
After this, as you mentioned that there is no Bluetooth drivers for Windows 10, as given in the below link.
We would ask you to download the Windows 7 driver and then install the same in compatibility mode and check if the issue persists. To do this, you may follow the below steps.
1. Right click the driver set up and select properties.
2. In the compatibility tab, go to compatibility mode, tick the Run the program in compatibility mode for: select the windows operating system you want the driver to run in. (Windows 7)
